That is correct, Throwing Axes are really wonky right now, ranged feats do not work correctly with them because they're not treated as ranged weapons by the game, using the wrong stats and such. Throwing axes and Throwing Knives of Returning should be a thing in every game. As far as I know, any throwing weapon automatically has the returning property, and I don’t recall seeing quick draw as one of the available feats so it stands to reason that you don’t need that either.
