Before Endwalker I always did have a bit of visual lag in the cutscenes, especially in ARR and the first Patch and by the time I hit HW the issues were gone. Up to the point when Endwalker dropped. Presuming that you're using a commercial ISP it could be throttling your connection to the game's servers, look for patterns in WHEN you lag/don't lag i.e. it would usually only be throttled between 7pm and 2am (as an example). #39.
