Update: I think I know why our Minotaur's don't fight. It seems to be a Settlement-specific thing. I took my Minotaur out to another place and shot a Sentinel causing his buddies to show up and attack me. THEN my Minotaur fought them. So maybe the Sentinel attack on settlements doesn't trigger the Minotaur.
