You van learn the mod by scrapping the mod box or putting it on a bp rifle and scrapping the rifle. I’ve always got the mod to unlock by scrapping from 3-5 mod boxes or modded rifles. Once I have the mod unlocked I craft bp rifles with bayonets and put them in my vending machines for around 500 caps each.
