It's just the way WoW/ElvUI is coded, bar 7-9 are the default for action paging(e.g bar 1 becomes bar 7 in cat form, 8 in bear form, 9 in moonkin form or something similar). Found an addon called Button Forge. It will let you create new action bars that look the same as the WOW UI. I just created 3 new action bars with this addon and disabled those bars in WOW UI.
