Nioh 2 ninjutsu.
The point of difference is that onmyo magic lets you buff against elemental damage and effects where as ninjitsu lets you turn invisible or silent, resurrect once when you die etc. It probably depends on your play style and what weapon you want to use. Personally I run a ninjitsu build with a kusa and use feathers when stuff gets difficult.
That said, shuriken and kunai are helpful to keep airborne enemies grounded or interrupt patterns. The rest is determined by your playstyle. Ninjutsu was utterly broken in the first game, it carried me through the entire game. But Nioh 2 still has some powerful tools to help you if you need a bit of extra crowd control. Each time a meter fills, you get a skill point. Damage enemies with Ninjutsu or Onmyo abilities to level those up. In total, I think the max untouched onmyo you can get 51.8%. That's if you've managed to get 4.9% on all 5 pieces of armour, max the familiarity so that goes up to 5.4%, then rolls 4.9% on both accessories, and used the Genmei set for the 15% bonus with 5 pieces equipped.
