No you'll still need to provide them with food and water. However, you can turn off the villages water, food and firewood sliders all the way down in the customisation settings. Then you won't have to provide them with anything! There are 2 options for Water/Food in the game settings. 1 Is for yourself, the other is for your settlers. Yes you do.
