If you look in the pic, the red circle shows the valve that releases compression when the brake is activated. AThe one in blue is the other exhaust valve and is only used during normal operation.

The cost would not help neither, the newer diesel use exhaust brake. The only ones I see are on the Detroit, those are the older models DDEC'S and series 60. The new Internationals MaxxForce 13 use exhaust brake, which make you think why they are changing to exhaust.
