Keep in mind that tomb worlds and worlds that are currently uninhabitable (such as nanite worlds or barren worlds with terraforming candidate) cannot be directly terraformed to gaia worlds. You must first turn them into one of the 9 types of habitable world, and then you can subsequently terraform to gaia.
The 2 main benefits of the cluster are getting 1. nanites and 2. a logistical nexus with access to all parts of the galaxy. Planets are pretty irrelevant at that point, since they're plentiful and you can basically build them yourself. That's why I consider Gray to be the best outcome of the cluster by far.
