You need to purchase the house. Jarl Igmund's personal quest is to get his ancestral shield. He also has a personal quest to kill a Forsworn leader which can be easily mistaken for a bounty quest. I suggest you clear all your Reach quests then talk to him again. Ask for some job to the jarl's steward.
