Pop a potent health cure, then using the scope but no deadeye on varmit rifle, shoot the gun hand of people on the boardwalk below. Takes right around a minute start to finish. I have done this challenge multiple times using this method.

The number of objects, animals, entities, and NPCs in the immediate area can cause those furthest away from you to unrender to save resources. Enemies that are actively in combat with you will stay rendered at much greater distances. Though this makes it more difficult to get the shot if they are running at you.
