You can't one hand crossbows period - they are two handed weapons. You can one hand hand crossbows which are different than light/heavy crossbows. Loading and ammo tags don't do anything in bg3. There is one handed HAND crossbow and two-handed LIGHT crossbow. You can dualwield first one, not the latter. You cannot dual-wield any other type of crossbow due to their size and weight. The Hand Crossbow, as the name suggests, is the lightest in the game.
